Texas Governor's Border Stunt Threatens Human Rights and Cross-Border Cooperation
EAGLE PASS, TX, January 10, 2024 - The Texas Governor's emergency declaration and takeover of Shelby Park, where the Cross Memorial stands as a tribute to the unnecessary deaths on our border, is a cynical and cruel attempt to divert attention from his own failures and to undermine the efforts of the Mexican authorities and civil society to address the humanitarian crisis at the border.
The Governor's action comes at a time when the number of unauthorized crossings at Eagle Pass has dropped precipitously, thanks to the extensive measures taken by the Mexican government, the state of Coahuila, and the city of Piedras Negras to prevent and deter irregular migration. These measures in Mexico include deploying troops from the Policia Municipal, the Polícia Civil Coahuila, the Policía Especializada de Coahuila, the Guarda Nacional, and Ejercito Mexico security forces, and setting up multiple checkpoints throughout Coahuila.
The Governor's action also jeopardizes the vital cooperation between the US and Mexico on the management of the Rio Grande, which is at a historic low due to drought and climate change. The river is a lifeline for both countries, providing water, energy, agriculture, and recreation. The Governor appears to be showing complete disregard for the interests and needs of his Mexican counterparts, who have been working in good faith to find solutions for the common challenges.
The Governor's action further violates the human rights and dignity of the migrants and asylum seekers who are seeking protection and opportunity in the US. By sending armed soldiers to block access to the Cross Memorial and to the US, the Governor is denying them their internationally guaranteed right to seek asylum and exposing them to violence and abuse. The Governor is also disrespecting the residents of Maverick County, who have taken the State of Texas to court to reclaim their lands and their rights.
We, the organizers and supporters of the Border Vigil, strongly condemn the Governor's border stunt and call on him to reverse his decision and to respect the rule of law, human rights, and cross-border cooperation. We invite the public and the media to join us for a closing service at the Cross Memorial on Saturday, January 13, at 2:00 PM, where we will remember those who perished needlessly in a failure of deterrence policies.

EAGLE PASS, TX, 10 de enero de 2024 - La declaración de emergencia del Gobernador de Texas y la toma completa de Shelby Park, (donde se encuentra el Monumento de las Cruces "Cross Memorial" como tributo a las muertes innecesarias en nuestra frontera) es un intento cínico y cruel de desviar la atención de sus propios fracasos, y socavar los esfuerzos de las autoridades mexicanas y la sociedad civil para abordar la crisis humanitaria en la frontera.
La acción del Gobernador se produce en un momento en que el número de cruces no autorizados en Eagle Pass ha disminuido precipitadamente, gracias a las amplias medidas tomadas por el gobierno mexicano, el estado de Coahuila y la ciudad de Piedras Negras para prevenir y disuadir la migración irregular. Estas medidas incluyen el despliegue de tropas de la Policía Municipal, la Policía Civil Coahuila, la Policía Especializada de Coahuila, la Guarda Nacional y el Ejército México, y el establecimiento de múltiples puestos de control en todo Coahuila.
La acción del Gobernador también pone en peligro la vital cooperación entre Estados Unidos y México en la gestión del Río Grande, que se encuentra en su punto más bajo histórico debido a la sequía y el cambio climático. El río es una fuente de gran recurso para ambos países, ya que proporciona agua, energía, agricultura y recreación. El Gobernador parece estar mostrando desprecio total por los intereses y necesidades de sus homólogos mexicanos, quienes han estado trabajando de buena fe para encontrar soluciones a los desafíos comunes.
La acción del Gobernador viola aún más los derechos humanos y la dignidad de los migrantes y solicitantes de asilo que buscan protección y oportunidades en Estados Unidos. Al enviar soldados armados para bloquear el acceso al Monumento de las Cruces, "Cross Memorial" y a Estados Unidos, el Gobernador les está negando su derecho internacionalmente garantizado a buscar asilo y los está exponiendo a violencia y abusos. El Gobernador también está faltando el respeto a los residentes del condado de Maverick, quienes han llevado al estado de Texas a los tribunales para reclamar sus tierras y sus derechos.
Nosotros, los organizadores y partidarios de la Vigilia Fronteriza, condenamos enérgicamente la obra de teatro del Gobernador y le pedimos que revierta su decisión y respete el estado de derecho, los derechos humanos y la cooperación transfronteriza.
